Inspire offers evaluation and outpatient clinical services for children with a variety of developmental delays or challenges, and runs a highly regarded preschool program for all children. Inspire believes that help provided at an early age can increase a child’s potential for learning and development of skills. Inspire provides evaluation, therapy and service coordination through the New York State Early Intervention Services Program. This program is available to children less than three years of age who have or are suspected of having a developmental delay and/or disability. The Early Intervention Program (EIP) is a public program funded by New York State and county governments. All children must be referred to Orange County Department of Health to access services, and they can be reached at (845) 360-6630.
Inspire is an approved provider of Early Intervention Program services and is under contract with Orange County to deliver these services. Only state-approved evaluators can determine eligibility for EIP. If a child is found eligible for EIP, all needed early intervention services are identified in collaboration with the parent and must be authorized by Orange County Department of Mental Health. Service providers will be arranged with the assistance of the county, considering the individual needs of the child and family. All services provided under EIP are provided at no out-of-pocket cost to parents, but health insurance may be accessed for reimbursement for early intervention services provided to eligible children and their families. If services are delivered in childcare settings or community locations that require a fee, the parent is responsible for paying any associated costs.

Inspire Kids is a special education preschool and evaluation site approved by the New York State Department of Education . If you have a child between the ages of 2 ½ years and kindergarten age, and you are concerned about his or her development, evaluations are available to you through New York State services managed by your local school district. While the state and county provide the funds for this program, the family chooses an approved evaluator to look at the child’s development and identify any needs. Inspire Kids is an approved evaluator under this New York State program. In addition, with the required psychological and social evaluations, Inspire can evaluate Learning, Speech, Hearing, Physical Therapy, Occupational Therapy, Vision and more. Inspire Kids is dedicated to developing each child’s life-long love of learning. Inspire Kids currently operates three preschool sites in Goshen, Newburgh and Monroe. Each year, the preschool enrolls approximately 250 children placed with us by their local school districts’ Committees on Preschool Special Education for school year and summer programs. The children experience a variety of developmental delays or challenges, and receive special education and supportive therapies and services according to an Individualized Educational Plan (IEP). Related services that Inspire Kids provides include speech-language therapy, occupational therapy, physical therapy, play therapy, family counseling, and the services of Teachers of the Blind & Visually Impaired and of the Deaf & Hard of Hearing.
The Golden Apple Preschool, located within Inspire Kids, is open to the general public and offers half-day inclusionary preschool classes for typically developing children between the ages of 2 ½ and 5 years. The children learn within integrated classroom settings in which children with typical and special needs together benefit from an early education curriculum of learning, play and social skills.
Pediatric Services – Outpatient Treatment Center
Inspire has over 60 years of experience in meeting the evaluation and treatment needs of children with physical, developmental, and learning challenges. Our pediatric services have long been the foundation of our mission.
Inspire’s Speech & Hearing Department is staffed by New York State Licensed and American Speech-Language Hearing Association certified Audiologists and Speech-Language Pathologists.
Inspire’s Speech-Language Pathologists have specialized experience and training in working with children who demonstrate delays in the development of speech and language, disordered development of communication, developmental disabilities and autism, feeding disorders, fluency disorders, voice disorders, hearing loss and auditory processing /learning difficulties. Services are provided upon referral from physicians, early intervention services, preschool programs, and school districts.
Inspire’s Physical Rehabilitation Department is staffed by New York State Licensed Physical Therapists and Occupational Therapists, assisted by New York State Licensed Physical Therapist Assistants and New York State Licensed Occupational Therapy Assistants. We offer evaluations, intervention within one-on-one treatment sessions, consultations with family members, the development of home programs, and recommendations for adaptive equipment.
Our Physical Therapists are trained pediatric therapists with extensive knowledge and experience in working with children who demonstrate physical, neurological and developmental delays or disorders in motor development. Therapies are provided in individual sessions and include family training and the development of home programs to support the child’s progress. Evaluation and treatment address gross motor performance, balance, ambulation, safety, and functional skills. Therapy sessions can be held in both Inspire’s therapy room and in the full-size heated therapy pool. Services are provided upon referral from physicians, early intervention services, preschool programs, and school districts.
Our Occupational Therapy staff specializes in the evaluation and treatment of children. Our skilled therapists assess and treat fine motor performance, visual motor and visual perceptual skills, self-management, and sensory motor integration. Services are provided in individual sessions, and include consultations with parents and teachers, and the provision of home programs. Services are provided upon referral from physicians, early intervention services, preschool programs, and school districts.
Inspire’s therapeutic pool can be a key component in the treatment planning and progress of children with intervention needs in gross motor, muscle tone, sensory development, and movement. Sessions within the therapeutic pool can be used to supplement center-based or home-based therapy programs.
Inspire’s provides the services of a certified Assistive Technology Professional (ATP) to assist our Physical Rehabilitation Department in identifying and acquiring assistive devices for children who need physical and mobility supports. Assessment and selection of devices to support positioning, sitting, standing, and function, including orthotics and equipment modifications, are available.
